Obviously it depends on where you are and what kind of "records" you're looking for, but if you're after public court cases in the U.S., JudyRecords is probably the largest public website out there. The owner is involved in a bogus lawsuit since earlier this year, so it's possible you won't see any records newer than February-ish.

Probably a DOB to confirm the identity. In Illinois you can just google the person's name, the word "arrest," and the year. If you have an idea of the prison you can look up inmates. This is how we found our aunt. Go to the county's sheriff department web site and click the "Who's In Jail" (or similar) link and search.
